Smartphones and laptops in Russia will be subject to a new technology fee starting December 1, 2026. The Ministry of Industry and Trade has approved the payment rates: for smartphones, it ranges from 250 to 496 rubles per device, and for laptops, from 500 to 992 rubles. The amount depends on whether information about the brand and model of the device is available in the labeling system.

For laptops, the basic rate will be 746 rubles per unit. If the brand and model are specified in the system, the payment will decrease to 500 rubles. If the necessary information is not available, it will increase to 992 rubles.

For smartphones, three rates are set: 373 rubles – basic, 250 rubles – if information about the brand and model is available, 496 rubles – if it is absent.

The fee will also affect other communication devices. For a corded phone with a cordless handset, a fee of 149 rubles is provided at the basic rate, 100 rubles if information about the model and labeling is available, and 198 rubles if it is absent. For mobile phones, the amounts will be 75, 50, and 100 rubles, respectively. For other telephone sets, rates of 37, 25, and 49 rubles are established.

The technology fee is provided for by amendments to the law "On Industrial Policy in the Russian Federation," adopted in November 2025. It will be levied upon import into Russia or production within the country of certain electronic component bases, electronic modules, and industrial products containing such components.
