The RATEK Association asked the Ministry of Industry and Trade to reduce technology fees for electronics, Kommersant reported. The appeal was sent to the ministry on October 9. Market participants warn of double overpayment and an increase in retail prices for certain categories by up to 9%.

The fee is calculated at a base rate with a “trademark and model” coefficient. Branded products will receive a 33% discount, unbranded products will receive a 33% surcharge. RATEK proposes to reduce the increasing coefficient to 10%, and increase the decreasing one to 70%. Then branded goods will pay 30% of the base rate, unbranded goods — 110% instead of 133%.
The Ministry of Industry and Trade approves applications and updates the list once every 90 days. Because of this, 35% to 50% of new electronic products will be subject to increased rates in the first three to six months of sales. The Ministry of Industry and Trade estimates revenues of 136 billion rubles over six years — about 22 billion per year, less than the cost of one modern factory.
Localization targets are not set, and the difference in coefficients is too small to significantly stimulate production. Manufacturers also ask for the fee to be refunded upon export and re-export and for transitional periods to be introduced for goods imported before the fee came into effect. For the market, this is a matter of a few percent of the cost price — in electronics, competition is at this level.
