In Russia, a square car license plate cannot be installed simply because the owner prefers it. The Ministry of Internal Affairs explained that such a plate is allowed only if the car's design does not permit the attachment of a regular long plate. This most often applies to cars manufactured for the domestic market of Japan, other Asian countries, the USA, and Canada. Details were revealed by the press center of the Ministry of Internal Affairs.

Two formats of registration plates are provided for cars. A regular rectangular plate measures 520 × 112 mm, while a square one measures 290 × 170 mm. The latter belongs to type 1A and is intended for cars with a non-standard mounting location where it is technically impossible to install a long plate.
Requirements for the shape and size of car license plates are enshrined in the national standard GOST R 50577-2018. It defines the types of registration plates for different vehicles. The Ministry of Internal Affairs also reminded that plates are assigned during car registration with the State Traffic Inspectorate, and the rules for their installation are contained in Annex G to the standard.
The main condition is not the country in which the car was manufactured, and not the owner's desire, but the design of the plate mounting location. If the car is designed for a regular rectangular plate, there is no basis for installing a square one instead, according to the rule provided by the Ministry of Internal Affairs.
