Artificial intelligence is forcing Russian businesses to look at corporate data in a new way. Companies need tools that help prepare information for AI, manage it, and restrict access to it. Against this background, the market for data development and management tools in Russia could grow 2.3 times to 198 billion rubles by 2031, according to a study by iKS-Consulting.

According to analysts, the market for data development and management tools will grow by an average of 15.1% per year. This is higher than the growth rates of other major classes of Russian software. For comparison, the information security software segment, according to iKS-Consulting's forecast, will increase by an average of 13.1% per year.

System and infrastructure software will show growth of 10.5%, and application software – 9.5%. The entire Russian software market in 2025–2031, according to the study, will grow by an average of 11.2% annually.

In monetary terms, application software will remain the largest segment. According to the original study, its market will grow by 53% to 804.5 billion rubles by 2031.

Analysts attribute the growth in demand for data management to the spread of artificial intelligence. Companies need to prepare information for use by models, as well as control access to data and protect it.

AI requires more and more computing resources

Neural networks also need capacity for data storage, processing, training, and deployment. Companies obtain part of this infrastructure through cloud services – for example, they rent computing resources and software platforms instead of independently purchasing and maintaining all the necessary equipment.

As analysts previously reported, the Russian market for cloud services IaaS (Infrastructure as a Service), PaaS (Platform as a Service), and SaaS (Software as a Service) in 2024 amounted to 322.3 billion rubles. For 2025, analysts predicted growth to 416.5 billion rubles. Until 2030, the average annual growth rate of this market was estimated at 24.4%.

As a result, the growth of cloud infrastructure is also directly related to the spread of AI. The more companies use neural networks, the more data they have to store, process, and protect.
