The Indian Navy is consistently localizing the production of individual components for the Russian three-coordinate Fregat-M2EM radar, installed on Talwar-class frigates. The latest tender provides for the development in India of a flexible waveguide section of the station using a Russian drawing and the part designation LP2.060.173. This is reported by IDRW. 

This refers specifically to a component of the Russian radar, and not to the creation of a new radar to replace the Fregat. The Fregat-M2EM is a three-coordinate air surveillance radar that equips Project 11356 frigates. According to Rosoboronexport, the stated detection range of the station for this project is up to 300 km. 

The new application became another stage of the localization program. In September 2026, the Indian Navy placed a tender for the development of a flexible waveguide section for the Fregat-M2EM. The documentation specifies the Russian part designation LP2.060.173. Earlier, in August, the Indian Navy announced a tender for the localization of the mixer and amplifier of the second channel of this radar, and another tender in July concerned components of the first channel. 

In parallel, India is developing a repair base for existing Russian systems. In April 2024, the Indian Navy placed a contract for the repair and restoration of Fregat waveguides, and in July 2026, it procured services for the repair of faulty radar modules and the Shtil system. The program is evolving from the repair and restoration of Russian parts to the creation of their Indian analogues.

India operates eight frigates of this family, built in Russia. The first three ships — Talwar, Trishul, and Tabar — were transferred to the Indian fleet in 2003–2004. Another three — Teg, Tarkash, and Trikand — entered service in 2012–2013. The last two frigates, Tushil and Tamal, were also built in Russia and transferred to India in 2024 and 2025, respectively. Rosoboronexport calls Tushil the seventh and Tamal the eighth Project 11356 frigate built in Russia for the Indian Navy. 

Therefore, the current localization program concerns the equipment of ships, a significant part of which was originally created and equipped by Russian industry. At the same time, it is currently about the development and repair of individual components of the Fregat-M2EM, and not about the full localization of radar production.
