Russia is preparing a National Plan for the implementation of artificial intelligence for 2027–2030. Instead of isolated experiments, the authorities intend to move to a systemic program: at the federal level, more than 170 indicators have already been formed for 16 industries, and 32 agencies will be responsible for their achievement.

Ministries and other federal bodies will have to deal with AI not only within their own structures. They will also coordinate the implementation of the technology in their supervised areas — including industry, construction and housing and communal services, energy, transport, trade, and public administration. For businesses, agencies must create conditions for using new solutions, including removing regulatory barriers and facilitating access to necessary data and infrastructure.
The National Plan is divided into three major areas. The first will define specific indicators for AI implementation, the second will focus on eliminating administrative restrictions, and the third will address measures to support developers and companies using the technology. At the same time, it is proposed to evaluate not just the number of launched projects, but their real effect for industries and regions.
The program will also include subjects of Russia, but the requirements for them will differ. Some indicators will become mandatory if a federal task cannot be completed without the region's participation; others will be voluntary. This approach should take into account the difference in budgets and the level of digital maturity of the regions. The fulfillment of indicators is planned to be monitored online.
The project has already been approved by the relevant government subcommission chaired by Deputy Prime Minister Dmitry Grigorenko. The next step should be the consideration of the document by the commission under the President on the development of artificial intelligence technologies. Experts, however, call a formal approach one of the main risks: new solutions should not just exist in reports, but really work and bring a measurable result.
