Russia is completing the preparation of the third package of measures against telephone and internet fraudsters. The new bill includes almost 20 initiatives that the government plans to submit to the State Duma during the autumn session. This was announced by Deputy Prime Minister Dmitry Grigorenko.

This is already the third stage of a large-scale tightening of rules. The first package came into effect in June 2025 and combined about 30 initiatives. In particular, Russians gained the ability to refuse unwanted SMS mailings and spam calls.

The second package, signed by President Vladimir Putin in June 2026, provides for additional protection tools. These include an emergency button on 'Gosuslugi', the ability to set a self-ban on incoming international calls, and restrictions on the number of bank cards.

Now the authorities are preparing the next stage of the fight against fraudsters. Among the discussed areas is additional control over the distribution of SIM cards, which can be used in criminal schemes.

The final list of new restrictions has not yet been presented. According to Grigorenko, the preparation of the document is in its final stage, after which the initiatives will be submitted for consideration by deputies.
