Russian President Vladimir Putin signed Federal Law No. 210-FZ of 26.06.2026 (amending the Law "On Communications" and other acts), concerning the fight against fraudsters. The document contains more than 20 legal norms.
Key points from the second package of anti-fraud measures:
- Russians will be able to set a self-ban on incoming international calls (it can only be lifted at the MFC)
- The operator will be allowed to make mass calls to inform subscribers, but only on the basis of federal laws or documents signed by the president, the head of the cabinet
- The maximum number of bank cards issued to one citizen is 20
- Banks and telecom operators will be obliged to reimburse money stolen by fraudsters if they did not prevent malicious actions
- Termination of the contract with the operator is allowed only after 90 days from the date of registration of the phone number
- Children's SIM cards will appear (parents will be able to inform the operator about transferring their card to a child)
- Creation of a database of mobile device identification numbers (IMEI)
One of the important innovations is the appearance of a "panic button" on "Gosuslugi". With its help, citizens will be able to report cases of cyber fraud. This will help promptly notify banks and other organizations about the incident.
A number of provisions of the law will come into force on September 1, 2026. Certain innovations will acquire legal force on January 1, 2028.
