Enterprises in the fuel and energy complex want to make the transition to domestic control systems less costly. The Ministry of Industry and Trade supported the idea of partially compensating the cost of implementing Russian APCS, and manufacturers and banks are already discussing a joint financing scheme for such projects. This was announced by Deputy Minister of Industry and Trade Vasily Shpak.

The essence of the idea is to reduce the financial burden on enterprises when switching from foreign to Russian systems. One of the discussed approaches, described by Shpak, suggests that the manufacturer offers a discount at the start to quickly gain market share, and then compensates for this through increased sales volume. According to the Deputy Minister, such a mechanism can help transition to the development, production, and use of products based on an open architecture.
One option for launching the scheme is an experimental legal regime, or ELR. According to Ilya Kireev, Technical Director of Positive Technologies, such a format will allow testing the proposed approach, obtaining test protocols, and verifying how suitable the chosen regulation is for such projects. After that, the results of the experiment can be used to prepare changes to legislation.
Positive Technologies previously proposed to the government to combine investment tax deductions and accelerated depreciation within the framework of a special investment contract (SPIC).
At the next State Council meeting at the end of September, the company plans to present a financial and economic model and a technical plan for the pilot project. It is expected that they will be discussed by the Ministry of Industry and Trade, the Ministry of Energy, the Ministry of Finance, and the Ministry of Economic Development.
According to Kireev, the initiative has been discussed since January. According to Vedomosti, the initiative has been supported by several dozen vendors and customers, as well as ten banks, including AB Rossiya.
