The automotive electronics design center for FSUE "NAMI" was supposed to be built by December 2023, but the project was never completed. Due to falling behind schedule, the Ministry of Industry and Trade terminated two state contracts totaling about 1.46 billion rubles. The former contractor, "RKService," was ordered by the court to return more than 865 million rubles to the state, including unearned advance payments, penalties, and fines.

The project began in the autumn of 2022. The first agreement, worth 1.25 billion rubles, provided for the construction of the design center itself, and the second, for 206.5 million rubles, for the creation of the necessary infrastructure: internal roads, a test platform, and other facilities.

Everything was planned to be completed by December 2023. However, the work was delayed. By November 2024, individual stages were already more than a year behind schedule, and the maximum delay reached 497 days.

On November 8, 2024, the Ministry of Industry and Trade unilaterally refused to fulfill both contracts. Eleven days later, the agreements were officially terminated.

Under the main agreement, "RKService" received an advance payment of 800.4 million rubles. The Moscow Arbitration Court ordered the company to return 540.6 million rubles of unearned advance payments, as well as to pay 239.2 million rubles in penalties and 20 million rubles in fines.

Under the second contract, an additional 30.4 million rubles of unjust enrichment and 34.7 million rubles of penalties and fines were recovered from the contractor. In total, the claims under the two contracts exceeded 865 million rubles.

The parties explain the reasons for the construction failure differently. Oleg Aksenov, General Director of "RKService," previously stated that reduced funding and actions by NAMI prevented the project from being completed.

NAMI itself rejected these accusations. The institute stated that advance payments to the contractor were transferred on time and in full, Cnews writes.

The design center itself was supposed to be part of the modernization of NAMI's scientific and production base. The project was significantly broader than just one building. It also included a dynamic test platform, an electric vehicle charging station, seven internal roads, two traffic rings, and five exits on the territory of the test site in the Moscow region.

So far, the Ministry of Industry and Trade has not concluded new contracts for the continuation of construction. Therefore, it is unknown when the work will resume and when the project will finally be completed.
