They want to allow the installation of electric vehicle chargers in apartment buildings without the consent of all residents. To do this, it is proposed to equate electric charging stations with basic utility services. This measure was included in the industry development roadmap for 2026–2030, prepared by the Association of Manufacturers and Operators of Electric Charging Stations (APOE). The document was presented at the end of August at a meeting of the Analytical Center under the Government of the Russian Federation. "Izvestia" learned about this.

Currently, to install a charging station in the parking lot of an apartment building, a decision of the general meeting of owners is required. At the same time, the management company is not obliged to provide the resident with a connection point. As a result, a person may either be denied installation or offered an expensive service.

APOE proposes to change this system and make the installation of chargers easier. But there is another problem – safety. Market participants want to revise the requirements for parking lots where electric vehicles and charging equipment are located.

From June 1, 2026, the Ministry of Emergency Situations introduced new measures that should limit the spread of fire in places where electric vehicles and charging stations are located. At the same time, according to APOE, installing an electric charging station in an already built house is currently only possible after expensive modernization.

The Association proposes to remove the term "technical re-equipment" from the new set of rules, which currently includes the installation of a home charging station. This should simplify the placement of equipment in existing homes.

Ideas for installing chargers in apartment buildings have been discussed before. But not everyone supports them.

Anton Shaparin, Vice President of the National Automobile Union, opposes the proposal of EZS manufacturers. He believes that active use of charging stations can increase the risk of power outages for other residents' apartments.

In his opinion, safety requirements in parking lots, on the contrary, should be tightened. Charging infrastructure should be placed in open areas where there is no large crowd of people and where fire equipment can approach in case of fire.

Igor Yushkov, leading analyst at the National Energy Security Fund, believes that the insufficient development of the charging network today hinders the transition of Russians to electric vehicles. According to him, the proposed measures can help the industry develop. However, they do not solve another reason why motorists are still afraid to switch to electric vehicles – battery operation at low temperatures.
