The TVRS-44 "Ladoga" will not be included in the updated comprehensive program for the development of civil aviation (KPGA). Gennady Abramenkov, Deputy Head of the Ministry of Industry and Trade, spoke about the reasons for this decision.

According to the Deputy Minister, the new version of the KPGA will focus on projects with a high degree of readiness. For "Ladoga", there is currently insufficient data on its flight performance characteristics, controllability, and balance. At the same time, the Ministry of Industry and Trade believes that in terms of purpose and main parameters, the aircraft is close to the already completed Il-114-300, and the market for two aircraft in the same regional segment is limited.

In the 2024 approved version of the KPGA, a large-scale serial production was envisioned for the TVRS-44: 35 aircraft per year from 2028, with a total of at least 105 aircraft by the end of 2030. The new program is expected to change the approach to financing aircraft manufacturing and will be published by the end of autumn 2026. However, the exclusion of "Ladoga" from the new version of the KPGA does not mean an automatic cessation of all work on the project.

The first flight prototype of the TVRS-44 was assembled at the Ural Civil Aviation Plant after the fuselage was manufactured at Samara's Aviakor. The aircraft is designed to carry 40–44 passengers and was created for regional routes, including airfields with unpaved runways. The design includes reinforced landing gear and protection of propellers from foreign object damage.

Earlier, UZGA reported on the preparation of the first aircraft for testing. In May 2026, there were reports of a possible suspension of the project, but the enterprise stated that work to ensure the first flight was continuing. Now it has become clear that "Ladoga" did not get a place in the new state civil aviation program.
