The State Commission for Radio Frequencies (GKRCH) has approved the use of LTE frequencies for building 5G networks. Operators Beeline, Megafon, MTS, and T2 will each receive 90 MHz in the 4630-4990 MHz band without auctions, the Ministry of Digital Development's press service reported.

The launch of 5G on these frequencies will take place in two stages: by the end of 2028, networks will be operational in popular locations of million-plus cities, then coverage will expand over three years. For now, operators can use foreign base stations installed before September 1, 2026. Starting in 2027, a phased transition to domestic equipment will begin, which should be fully completed by the end of 2031.

According to Rosstat, there are 16 cities in the country with a population of over 1 million people – this is approximately a quarter of the Russian Federation's population. However, Russian equipment will use the NEA 7 "Kuznechik" encryption algorithm, which is not yet supported by any foreign smartphone.

Maksim Shadayev, the head of the Ministry of Digital Development, previously stated that by 2030, 5G infrastructure would be provided to 16 cities – this is 16-17 million subscribers.
