The launch of driverless buses for passenger transportation in Russia will be possible after the creation of the necessary regulatory framework and confirmation of the system's complete reliability in all road conditions. This was stated by the head of the Ministry of Transport, Andrey Nikitin.
According to the minister, the automation of passenger transportation is an extremely promising direction. Russia already has an experimental legal regime for highly automated transport, and its application is gradually expanding. But transporting people without a driver is much more difficult than using unmanned technology for cargo.
But let's be honest: it's one thing to transport cargo, and quite another to launch a driverless bus with passengers on board. This requires the creation of a fundamentally new regulatory and technological framework. People's safety is an absolute, undeniable priority.
Even if engineers have already created a working technology, this is not enough for a full-fledged launch. Before such a bus can go out onto ordinary streets, its 100% reliability in all road conditions must be proven, the head of the department added.
Separately, traffic safety rules, cybersecurity, insurance, and liability distribution must be detailed down to the smallest nuances. It is also necessary to define requirements for remote operators who will participate in the operation of driverless transport.
Therefore, the Ministry of Transport has not yet named a specific date for the appearance of driverless buses. The timing will depend on how quickly legislation and infrastructure are ready, as well as on the results of tests.
The minister named the adoption of the basic federal law on highly automated vehicles as the main guideline. It is this law that should create the foundation for the further development of driverless transport in Russia.
