Freelancers need a unified federal platform with secure transactions and arbitration, so that the state guarantees security and transparency. This opinion was expressed by Kaplan Panesh, Deputy Chairman of the State Duma Committee on Budget and Taxes.

According to him, today's youth earn money through data analytics, SMM, web design, IT, website promotion, and creative projects. Many combine work with studies.
The state should not block access, but protect young people from fraudsters, unscrupulous employers, drug dealers, and cultists.
If the authorities do not help, young people will become couriers – without employment contracts and social guarantees, the parliamentarian emphasized.
Currently, the average income of a freelancer is from 80,000 to 250,000 rubles. When work is in the "gray" zone, the state loses taxes and contributions, Panesh added.
A unified federal platform for remote workers could solve these problems. It is necessary to legally establish requirements for employers posting vacancies, indicating real working conditions.
If tax holidays are introduced for IT specialists under 25 for the first 2 years, this would stimulate the transition to legal earnings. In addition, it is necessary to create a register of conscientious employers, and also oblige digital platforms to observe the labor rights of freelancers, Panesh concluded.
