The Kazakh oil refinery "Kondensat" will start accepting Russian oil for processing, according to "Expert" publication. As stated by Kazakhstan's Minister of Energy, Yerlan Akkenzhenov, up to 30% of the refined petroleum products will remain in Kazakhstan – this includes gasoline and diesel fuel. The remaining 70% will be sent to Russia.

According to the minister, the owner of the enterprise is not under sanctions, so there are no sanction risks. Oil supplies will be carried out by rail. Work is currently underway to reconstruct the plant and increase its capacity.

The "Kondensat" refinery is located at the Karachaganak field in northwestern Kazakhstan and has been operating since 1998. The plant's capacity is 850 thousand tons per year. The refinery produces automotive gasoline, diesel fuel, gas oil, and tar.

Kazakhstan will begin processing Russian oil amid ongoing difficulties in the Russian fuel market. In mid-August 2026, the government reported a fuel shortage at gas stations in the Orenburg, Lipetsk, Tver, and Oryol regions. Earlier, Deputy Prime Minister Alexander Novak explained the fuel shortage by planned maintenance at refineries after enemy drone attacks.
