The Ministry of Industry and Trade has proposed tightening requirements for equipment used in printed circuit board production. They plan to add 13 types of installations to the localization list – from machines for mechanical processing and photoresist application to chemical processing systems and X-ray inspection.

For equipment to be considered domestic and included in the relevant register, manufacturers will have to earn points for Russian assemblies, components, and materials. Starting in 2027, the threshold will range from 20 to 170 points depending on the type of installation, and will then increase.
The problem is that import substitution is not yet possible everywhere. For some equipment, Russian manufacturers already exist, but for X-ray installations and board pressing, there are virtually no domestic solutions. The situation is particularly complex for high-precision boards: Russian technology is currently mainly suitable for the third to fourth class, while the fifth class and above require more advanced technologies.
Dependence on imports remains high: in 2025, Russian boards accounted for only 24% of the domestic market. Experts believe that a complete transition to domestic equipment will not happen quickly, but by 2032, it is realistic to create domestic solutions for at least each stage of production.
