Changes to the rules for recognizing products as domestic are being discussed in Russia. The Ministry of Industry and Trade has prepared a draft amendment that affects materials for printed circuit boards, the foundation of electronic equipment.
Printed circuit boards are at the heart of most devices, from telecom equipment to medical equipment. The proposed changes concern specifically the materials from which they are made.
The criteria for confirming the production of Russian industrial products are determined by Government Decree No. 719. The document provides a special system. Points are awarded in it for performing operations in Russia and using domestic components and materials. If a product scores the required number of points, it can be included in the register of the Ministry of Industry and Trade, which is used, in particular, in public procurement.
The draft amendments provide for the introduction of a separate item for materials used in the manufacture of printed circuit boards — pressed composite clad electrical sheets, including clad laminates. The document was prepared by the Ministry of Industry and Trade in March 2026 and is under discussion. If adopted, the changes may enter into force on January 1, 2027.
According to media estimates, a significant part of the raw materials for printed circuit board components are imported. It is assumed that the innovations may affect various market segments, including both material manufacturers and companies involved in the assembly and development of electronics.
