Printed circuit board manufacturers have appealed to the Ministry of Industry and Trade with a request to change the requirements for product localization, Kommersant writes. Companies reported that due to a shortage of domestic materials, the transition to mandatory use of Russian raw materials could lead to delays in electronics production and a two- to eight-fold increase in material costs.

Printed circuit board manufacturers ask for rule changes

Manufacturers note that the industry is currently facing delays in the supply of necessary components due to logistics problems that arose against the backdrop of sanctions. The ANO "Consortium of Printed Circuit Boards" (KPP), which includes Yadro, GS Group, Rezonit, and Tekhnotech, reported cases of shipment disruptions and deteriorating relations with customers.

The organization sent a letter to FGBU VNIIR and the Department of Radioelectronic Industry of the Ministry of Industry and Trade on August 19. The document states that the mandatory transition to Russian materials could increase their cost by two to eight times or even more.

Market participants believe that a more suitable option would be to consider not only the origin of raw materials, but the entire production process and already confirmed materials. And new rules are proposed to be introduced only after the appearance of at least three to five suppliers of raw materials for each critical position.

For the transition period, manufacturers advise awarding additional localization points for Russian materials, but not making them a mandatory condition.

Government Decree No. 719 establishes a system of points necessary for including products in the register of domestic radioelectronic products of the Ministry of Industry and Trade. Points can be obtained for using Russian components and applying local production processes.

The new version of the draft document provides for the accrual of points for printed circuit boards for the materials and raw materials used.

The main problem is materials, not production

Olga Kozhukhovskaya, CEO of ANO KPP, confirmed the authenticity of the appeal. According to her, more than 40% of the cost of a printed circuit board comes from the materials chosen by the customer.

At the same time, questions remain about the origin and characteristics of raw materials. As Kozhukhovskaya noted, materials that are positioned as domestic are often based on imported raw materials and semi-finished products.

In addition, there have already been cases where the declared characteristics of materials did not match the actual ones. This was confirmed by independent tests, and some suppliers were included in the register of unscrupulous ones.

According to Vedomosti, the volume of the Russian printed circuit board market in 2025 amounted to 123 million sq. dm. Of these, domestic products accounted for 29.8 million sq. dm - about 24%.

Printed circuit boards are used in the production of a wide variety of electronic devices - from processors to smartphones and laptops.

Russian materials exist, but they are not yet sufficient

The fourth quarter is traditionally considered the most active period for electronics production. Therefore, a possible shortage of materials could particularly affect the industry, the article says.

A representative of electronics manufacturer Fplus stated that printed circuit boards require dielectric bases and substrates, copper foil, chemical materials for copper deposition, and other components.

Russia already has materials that can replace some imported analogues. However, in terms of price-quality ratio, they are still inferior to modern requirements. At the same time, Chinese boards and raw materials remain approximately 40-60% cheaper than Russian ones.

Russian components are produced by companies such as Vintekh, Electroresurs jointly with NTC Elif, Bobrovsky Insulation Plant, and other enterprises.
