Jet fuel production in Russia could increase by hundreds of thousands of tons per month after changes to production requirements and an expansion of the raw material base. The Russian Ministry of Transport has sent proposals to increase jet fuel production to Rosaviatsia, the Air Transport Operators Association, and the State Research Institute of Civil Aviation. This was reported by "Izvestia".
One of the key initiatives was to allow the production of jet fuel with a crystallization onset temperature down to minus 50 degrees. According to experts, this will allow an additional 170 to 250 thousand tons of fuel to be produced monthly.
It is also proposed to introduce a domestic anti-wear additive for jet fuel. Another measure could be the use of heavy naphtha in kerosene production, which could potentially increase production volumes by approximately 1.8 million tons per year.
In addition, the Ministry of Transport is considering expanding the use of the synthetic GTL component in the creation of semi-synthetic jet fuel, as well as launching fuel production using hydrodemercaptanization technology. It is also proposed to involve small and medium-sized oil refineries in jet fuel production.
Jet Fuel Shortage and Regulation
We have already reported in detail on the tension in the Russian jet fuel market in the summer of 2026. Azimut Airlines warned of a critical shortage of kerosene and requested urgent intervention from the Ministry of Energy, reporting a price increase of up to 64% in some airports. Officials, however, denied the fact of a shortage.
As one of the first measures, the government introduced a temporary ban on jet kerosene exports until November 30, 2026, and fuel supplies to airports were placed under interdepartmental control by the Ministry of Transport, the Ministry of Energy, and Rosaviatsia. It is in this context that the initiatives of the Ministry of Transport to expand the raw material base and ease technical requirements for production appear as an attempt to solve the problem at the supply level, and not only through export restrictions.
