Mobile internet in Central Russia operated with restrictions for most of the time. In July, only 30.5% of user sessions proceeded normally, while the rest primarily accessed websites from the "white list" of the Ministry of Digital Development, according to an analysis of about a billion connections by Vigo.

The restrictions were most severe in the Bryansk, Kursk, and Belgorod regions, where only 12% of sessions remained unrestricted. In Moscow and the Moscow region, about 49% of connections were unrestricted, in St. Petersburg – 43.9%, and in the Leningrad region – 58.9%.

The available list includes "Gosuslugi" (Public Services), government websites, Yandex and VK services, marketplaces, and operator resources. Other pages may not open during restriction periods, leading to a "unused package" effect for subscribers: gigabytes are paid for, but cannot be fully spent.

Operators have already begun revising tariffs and actively developing home internet. Experts do not expect a sharp drop in revenue – mobile traffic is usually sold together with voice communication. However, in the long term, restrictions may encourage customers to change operators more often, and companies to compete primarily on price.
