Rosfinmonitoring has included Telegram founder Pavel Durov in the list of terrorists and extremists. The information appeared in the agency's database on July 30.

The decision marked a new stage in the case against the entrepreneur. The day before, the FSB announced his placement on the international wanted list and the filing of charges in a criminal case of aiding terrorist activities.

Inclusion in the Rosfinmonitoring list has not only reputational but also practical consequences. Individuals on the list face restrictions on transactions with funds and other property. However, legislation provides for exceptions, particularly for operations related to tax payments, salary disbursements, and compensation for damages.

Durov remains the founder and owner of the Telegram messenger. The entrepreneur's inclusion in the list does not automatically mean a ban on the messenger's operation for users or the recognition of Telegram itself as a terrorist or extremist organization. This decision does not lead to an automatic ban of the messenger or criminal liability for ordinary use of the service.

Users can still chat on Telegram, read channels, and make calls. However, Durov's new status intensifies legal pressure around the platform and could potentially become a factor for further tightening of regulation, but it does not introduce any automatic restrictions for users.
