Russian authorities maintain contacts with Telegram's management regarding the restoration of access to the messenger, said Dmitry Peskov, press secretary of the Russian President. He clarified that communication with platform representatives continues, but significant progress has not been achieved.

Problems with access to Telegram in Russia began in mid-February 2026. The reason for the slowdown and restrictions, Russian authorities cited the messenger administration's refusal to cooperate and non-compliance with Russian legislation requirements, including the lack of control over the publication of prohibited content.

In June, Andrey Svintsov, Deputy Chairman of the State Duma Committee on Information Policy, noted that Telegram could fully restore legal operation in Russia, similar to the Roblox platform, which had previously settled claims from regulatory bodies. According to him, for full legalization, the messenger administration needs to fulfill a standard set of conditions applied in many countries around the world.
