Artificial intelligence (AI) without mandatory regulation can destroy the institution of intellectual property, which will deprive creative people of many opportunities. This opinion was expressed by Pavel Krasheninnikov, head of the State Duma Committee on State Building and Legislation.
Perhaps at first, no one will notice, and everything will be fine for a few years. But in the end, we will simply cut off incentives for authors.
According to the parliamentarian, there is currently a "public clash of artificial and natural intelligences." In the future, this threatens "the end of human development," because AI will do everything itself, he explained.
Krasheninnikov emphasized that natural intelligence is regulated by the Civil Code of the Russian Federation (Chapter 70 on "Copyright"), while neural networks are regulated by the AI law, but they are not connected in any way. If AI regulation in Russia is not linked to copyright, then "it is obvious who will win," the deputy concluded.
In early July 2026, the State Duma adopted a bill on the development of artificial intelligence technologies in Russia. The document introduces the concepts of sovereign (fully developed by domestic companies) and national models (can be trained on Russian and foreign content). Many artists and producers, including Sergey Zhukov and Alexander Revva, criticized the provision of the law on training neural networks on copyrighted materials.
