The relocation of PAO Tupolev from Moscow to Kazan may face not only organizational difficulties. The main risk is related to personnel: some specialists of the design bureau, who participated in the creation of Tu-160 strategic bombers and other Tu aircraft, may not agree to change their place of work.
Currently, about 1,500 people work in the company's Moscow division. It is here that a significant part of the engineering competencies for the development and support of Tu aircraft is preserved.
The main reasons for refusing to move are differences in salaries, the need to relocate families, and change housing. To increase interest, companies need to offer substantial bonuses, compensation, and relocation allowances.
The mere transfer of the legal address does not guarantee the automatic transfer of all functions to Kazan. If the design bureau begins to be transferred along with the management apparatus, this could create additional risks for current projects.
In this sense, the relocation of Tupolev is a search for a new model of spatial development of the Russian economy.
At the same time, the authorities of Tatarstan expect that the relocation will strengthen the region's role in the development of the aviation industry. The Kazan Aviation Plant, where the production of Tu-214 passenger aircraft is planned to be increased, is located in Kazan.
