Scooters Seek Their Place in the City: Ministry of Transport Prepares Solution for Sidewalks

New restrictions should balance short trips and pedestrian safety

The question of whether electric scooters can ride on sidewalks may soon be answered with new rules. The Ministry of Transport has almost finalized proposals for regulating personal mobility devices and electric bicycles, stated the head of the department, Andrey Nikitin.

The minister has not yet disclosed specific measures. The decision will be discussed with the State Traffic Inspectorate and the public, after which the proposals will be submitted within the next two to three months.

Authorities are seeking a balance between the convenience of short trips and pedestrian safety. Earlier, the President instructed to prepare proposals for improving rules for personal mobility devices and to separately consider restrictions on their movement on sidewalks.

While the Ministry of Transport is preparing a unified approach, the Moscow Oblast is already trying a tougher approach to kicksharing — with bans, parking, and speed zones.
