Construction of a 100-billion-ruble refinery on Sakhalin justified by fuel supplies to China

The plant with a capacity of 3 million tons per year will provide kerosene for Aurora and load export routes

Gazprom has completed the preparation of investment justification for the construction of a gas condensate processing plant on Sakhalin, said Sakhalin Oblast Governor Valery Limarenko. The enterprise will produce kerosene for the unified Far Eastern airline "Aurora" and fuel for vehicles, as well as work for export.

Given the island location of the region, the construction of the refinery is of strategic importance. In addition to supplying the domestic market, the plant will produce naphtha for delivery to China, India, and Southeast Asian countries.

The resource base for the future plant with a capacity of 3 million tons per year will be gas condensate from the Yuzhno-Kirinskoye field (Sakhalin-3 project). The site is planned to be located near the Sakhalin-2 LNG plant in Prigorodnoye. Investments in construction are estimated at no less than 100 billion rubles. If an investment decision is positive, construction could begin in 2028.

Today, only two large refineries operate in the Far East – Komsomolsky and Khabarovsky. The region experiences a shortage of petroleum products: with consumption of about 6 million tons per year, its own production is approximately 4 million tons. The missing volume is imported from other regions, mainly from Siberia. The new plant should reduce this dependence.
