25 Billion for Digits and Letters: Russia May Legalize the Sale of "Vanity" License Plates Through "Gosuslugi"

Deputies submitted a revised bill on reserving unique and individual registration plates for consideration

A new version of the bill on paid selection of "vanity" car license plates has been submitted to the State Duma. The initiative, revised to account for comments from the government and the relevant committee, was introduced by Pavel Fedyaev, First Deputy Chairman of the Transport Committee. The document has already been sent for feedback, and its entry into force is scheduled for July 1, 2027.

The bill amends the law "On State Registration of Vehicles" and creates a legal framework for reserving state registration numbers (GRN) through the "Gosuslugi" portal.

All numbers will be divided into two categories. "Unique" combinations will include those with repeating digits and letters, as well as numbers divisible by ten or one hundred – for example, A177AA177, O888MO77, or M010MB78. "Individual" plates will be those where the car owner independently selects the combination of symbols.

Tariffs for reservation will be approved by the Russian government. The developers of the initiative refer to expert estimates: annual budget revenues could reach 25 billion rubles. It is planned that half of these funds will be directed to the monetary allowance of MVD employees – salaries, allowances, and bonuses.

To prevent speculation, a three-year ban on reselling a car with a "unique" number is introduced. This restriction causes debate: Anton Shaparin, Vice President of the National Automobile Union, points to a possible contradiction with the Civil Code and suggests instead prohibiting the re-assignment of such numbers to other cars.
