Members of the government commission considered the relevant issue at the request of the Mayor of Moscow and the governors of the Moscow and Kursk regions.

In early May, an appeal from Sergey Khinshtein was sent to the head of the Russian Ministry of Energy, Sergey Tsivilev. The letter stated that a difficult situation with energy supply had developed in the Kursk region. He proposed introducing a ban on mining in 8 districts of the region where subscribers are not charged for consumed energy.

Russia is experiencing an electricity deficit in certain regions. In this regard, the government has banned mining in 10 constituent entities. The restrictions will be in effect until March 2031.
