The authorities of Lobnya, Moscow region, have banned the operation of personal mobility device rental services. Kicksharing companies can no longer provide electric scooters in the district. The Lobnya administration has already issued a corresponding decree.
The document states that the activities of operators providing personal mobility device services are prohibited in the district.
This refers not to private scooters as property, but specifically to the operation of rental services. That is, the familiar urban scheme is affected: open the app, rent a scooter, get to the station, store, or home, and leave the vehicle in an authorized zone.
However, electric scooters often ended up on sidewalks, in courtyards, and in pedestrian areas — where children, elderly people, and ordinary passers-by walk nearby.
Lobnya was not the first city in the Moscow region to take strict action. Earlier, electric scooter rentals were restricted in Lyubertsy. The ban extended not only to Lyubertsy itself, but also to Dzerzhinsky, Tomilino, Kraskovo, Malakhovka, Oktyabrsky, Ostrovtsy, and Mirny. The measure is also explained by the need to ensure road safety.
Then similar measures appeared in Kotelniki. In the Ramenskoye district, electric scooter rentals were suspended from April 20.
But the Moscow region is not the only region where rental scooters have been abandoned or their operation severely restricted. In 2025, the most prominent example was in Blagoveshchensk. There, from July 14, a complete ban on the placement and use of personal mobility devices was introduced. The city administration explained this by an increase in complaints, pedestrian injuries, and emergency situations. Violations of the ban were subject to fines of up to 100,000 rubles.
In Yelabuga, Tatarstan, there was also a story with rental restrictions, but it was not about a complete ban on all scooters, but primarily about the rental and placement of such services.
