The Association of Russian Banks (ABR) has sent a letter to the Ministry of Digital Development proposing to postpone the introduction of AI regulation requirements until at least March 1, 2028. The most complex measures, according to the banking community, should be introduced even later – no earlier than September 2029.
Currently, it is being discussed that the law on artificial intelligence regulation itself could come into force as early as September 2027.
The Association of Russian Banks believes that regulation should be introduced in stages. First – support measures and pilot projects, then – rules for high-risk areas, and after that – full control and the creation of registers.
According to banks, launching the law in full immediately could be risky if all necessary by-laws are not prepared by then.
In addition, credit organizations propose to soften the requirements for the localization of AI model development and training, as well as for the citizenship of developers.
The ABR also reacted to the possible introduction of mandatory content labeling. This measure can be excluded in cases where the neural network was used only for minor refinement of materials, the association believes.
