Self-propelled machines will be subject to mandatory certification from April 1, 2028

Uniform requirements for the identification number are introduced, similar to VIN for wheeled vehicles

The Ministry of Industry and Trade has introduced amendments to the technical regulations of the Customs Union "On the safety of machinery and equipment", establishing mandatory certification of the entire list of self-propelled machines. According to Izvestia in the press service of the department, the declaration procedure, which previously allowed unscrupulous importers to circumvent safety checks, will be completely replaced by certification in organizations accredited by Rosaccreditation from April 1, 2028.

At the same time, the regulation introduces uniform requirements for the application and structure of the identification number of self-propelled vehicles. This will simplify monitoring of the release into circulation, registration and operation of machines, linking the electronic passport with the safety certificate at all stages of the life cycle. A certificate can only be issued after a cycle of laboratory tests according to approved methods, which excludes substitution of results.

In Russia, self-propelled machines include tractors, road construction, municipal and agricultural machinery, off-road motor vehicles and other land-based non-rail mechanical vehicles with an internal combustion engine with a volume of more than 50 cm³ or an electric motor with a power of more than 4 kW. Passports of self-propelled machines are issued for them. The exception is wheeled vehicles of categories L, M, N, military and special equipment.
