Hotels in Russia Simplify Check-in for Russian Citizens: Now Without Extra Documents

Guests no longer need to provide a passport - digital services are sufficient

Starting April 1, new check-in rules have come into effect in Russia — now it is not necessary to show a passport. In some cases, a driver's license, biometrics, or confirmation via "Gosuslugi" is sufficient. The experiment will last until 2032 and should simplify the registration process for guests.

The essence of the innovation is to make check-in faster and more convenient: less paperwork, fewer contentious situations at the reception desk, and more digital scenarios. The authorities expect that this will increase the level of service and trust in the hotel market.

The changes also affected children. A child under 14 years old can be checked in with a birth certificate and documents of parents or accompanying person with notarized consent. Teenagers from 14 to 18 years old will be able to register independently — with their documents or through digital services, but also with parental permission.

For foreign citizens, the rules remain the same: mandatory passport and compliance with migration registration. For foreign children — check-in with parents or accompanying person with consent.

In fact, the market is testing a new model: from the classic "passport on the counter" to a fully digital check-in.
