The Council under the President of the Russian Federation for the Development of Civil Society and Human Rights (HRC) assessed as high the probability that Telegram will restore full operation in Russia. This was stated by Alexander Ionov, Chairman of the HRC Commission on International Cooperation in the Field of Human Rights.
As far as I know, there is a high probability that the Telegram team will agree with the Russian Federation and fulfill the conditions that are required, especially in terms of extremism and those channels that pose a threat to the national security of our country.
Since February 10, 2026, Roskomnadzor began a phased slowdown of Telegram due to non-compliance with the requirements of the law. According to the Ministry of Digital Development, the messenger ignored about 150 thousand requests to remove prohibited information, including child pornography and drug distribution, and since the beginning of 2025 - more than 300 thousand materials. The agency also reported that Telegram was used for fraud, extortion and cybercrime.
At the same time, the State Duma has repeatedly stated that the restrictions are temporary and reversible. The head of the Information Policy Committee, Sergei Boyarsky, confirmed that the messenger will be able to continue working in Russia if it fulfills all the conditions.
