The Ministry of Industry and Trade has begun to massively send notifications of penalties to microelectronics enterprises for disrupting the deadlines for experimental design work under the "Development of the Military-Industrial Complex" program. Industry representatives warn of the risk of bankruptcies for companies working on state defense orders.
Alexander Petrov, General Director of OKB Planeta, reported in a letter to the specialized consortium that the enterprise had received three notifications for a total amount of 80 million rubles. According to him, a similar situation has developed at other factories that have allowed delays.
The payment of such penalties may lead to the bankruptcy of enterprises performing work on state defense orders.
Since the beginning of the year, the accrual of penalties has affected dozens of enterprises. OKB Planeta was previously fined for delaying the development of a laser for transmitting microwave signals. The Design Bureau of Electronic Systems received a fine of 274 million rubles for delaying the creation of a defense microcircuit. NIAI Istochnik was obliged to pay 181 million rubles for disrupting the deadlines for work.
Deputy Prime Minister Denis Manturov previously stated that Russia in 2026 again entered a limited circle of states capable of producing equipment for electronic engineering.
