Including only three Russian banks — VTB, PSB, and Alfa-Bank — in the "white list" violates competition. This opinion was expressed by the head of the Central Bank of the Russian Federation, Elvira Nabiullina, after a meeting of the Board of Directors of the regulator on the key rate.
We see a problem in this, because being on this list of sites means a serious competitive advantage for those banks that are on it.
According to her, all banks that have a license should be included in the "white list".
About a technical solution in case of internet shutdown
In Russia, in 2025, cases of mobile internet shutdowns became more frequent. The authorities explained this by the need to ensure security.
In September 2025, the Ministry of Digital Development of the Russian Federation announced the formation of a "white list" of sites and services that work even during mobile internet outages. It included government platforms, major banks, social networks, a number of media outlets, and carriers.
