Moscow, the Moscow region, St. Petersburg, and the Leningrad region became the leaders in the number of drivers violating traffic rules (traffic laws) in 2025. This is confirmed by the statistics of the Ministry of Internal Affairs of the Russian Federation.

In total, 11,447,895 drivers-violators were identified in Russia. This is 376 thousand less than in 2024.

In Moscow, 1,182,958 daredevils were spotted, in the Moscow region — 1,136,854, in St. Petersburg and the Leningrad region — 467,391. There were also many violators in Dagestan — 460,343, in the Krasnodar and Stavropol Territories — 393,418 and over 350 thousand, respectively.

The leader of the anti-rating among the districts was the Central Federal District (CFD, 3.4 million drivers who violated traffic rules). Next comes the Volga Federal District (PFD, more than 1.7 million). The Southern Federal District (SFD, almost 1.3 million) made it into the top three.

Drivers in Chukotka showed high discipline behind the wheel. Only 2,002 violations were identified here. In the Nenets Autonomous Okrug (NAO), 2,520 motorists neglected the rules.

At the same time, the largest number of cars are registered in the Moscow region, St. Petersburg, and the Leningrad region — 5.3 million, 3.6 million, and 2.9 million, respectively. The least — in the NAO (almost 15.8 thousand) and in Chukotka (about 16 thousand).
