Economist named the main "brake" of the aviation industry: the complex certification system is to blame for everything

Industry cannot keep up with the requirements of regulatory standards

The main "brake" on the development of the Russian aviation industry has become not the lack of technology, but the endlessly prolonged cycle of "testing – modifications – new certification." This point of view was expressed by Dmitry Tortev, a member of the expert council of the State Duma Committee for the Protection of Competition and an economist.

It has been possible to assemble individual prototype samples of domestic aircraft, but they are still at the certification stage, he recalled.

The same MS-21 creation program was launched back in 2007, and during this time many suppliers of components and equipment have changed. Every change requires new certification.

Tortev named another reason as the shortage of trained personnel for the production of several aircraft types at once. Russia has announced the production of several types of airliners at once — MS-21, the import-substituted Sukhoi Superjet-100, Il-114-300, Tu-214.

In the case of the MS-21 and SSJ-100, the industry still cannot increase engine production. The number of completed MS-21 aircraft is twice the number of manufactured engines. Not to mention that there is already a queue of air carriers for the aircraft itself.

This problem was also confirmed in a conversation with "Pervyi Tekhnicheskii" by Andrei Patrakov, a member of the board of the Association of Small Aviation Enterprises. He gave the example of the small aviation segment, where the regulatory system has completely diverged from global practice.
