Production of passenger car tires in Russia decreased by 20% in 2025, to 28.1 million units, according to data from the "Honest Sign" marking system. The output of all types of tires in the country decreased by 21%, to 35.1 million units, reports «Kommersant».
The main reason is the expansion of cheap imports from China. According to the General Customs Administration of China, in 2025, China supplied tires to the Russian Federation for $510.15 million. There are more than 200 Chinese brands on the market, and their number continues to grow, experts note. The share of Chinese products in the total volume of imports exceeded 70%.
With a 20% drop in production, imports of passenger car tires decreased by only 2% — to 25.4 million units. Pirelli states that the current capacity of Russian factories fully covers the needs of the domestic market, but the share of imports exceeds 50%, which led to underutilization of about 45% of domestic production capacities.
The situation was aggravated by the fall in the car market: sales of new passenger cars in 2025 decreased by 15.6%, to 1.33 million units. Sales of tires themselves, according to estimates, fell by about 10%. Pirelli also points to the strengthening of the ruble, which made imported products more attractive in price.
The average weighted price of passenger car tires in 2025 increased by almost 9%, to 7291 rubles. In 2026, experts expect an improvement in the situation for Russian manufacturers due to an increase in the environmental fee, which will limit the turnover of cheap products.
