In 2026, cars with internal combustion engines costing up to 2 million rubles and having at least 2500 localization points will fall under the preferential car loan program, the Ministry of Industry and Trade reported. Currently, these are all Lada, UAZ, and GAZ models (weighing up to 3.5 tons) and their modifications.
The basic loan discount is 20%, and for residents of the Far East, it is 25%. Benefits are maintained for medical workers, teachers, participants in the Special Military Operation and their family members, citizens with disabilities, and families with children in the Far Eastern Federal District. For other regions, the "Family Car" subprogram is in effect, offering a 10% discount for families with two or more children. Wounded military personnel can receive a 40% discount on cars with manual control.
Electric vehicles and sequential hybrids of Russian production are available with a 35% discount, which should not exceed 925,000 rubles. The program includes Evolute, Voyah, Moskvich 3e, Amberauto A5, and Eonyx models.
The preferential leasing program applies to the same categories of vehicles, including passenger cars and trucks with internal combustion engines, electric vehicles, highly automated transport, and passenger transport. The discount on tourist buses is up to 2 million rubles.
Funding for 2026 will amount to approximately 20 billion rubles for car loans and 30 billion rubles for leasing. In 2025, more than 190,000 cars were sold with discounts, totaling 74 billion rubles.
The Moskvich 3 and Tenet T4 models have been excluded from the program in 2026 due to increased requirements for the localization of cars.
