The volume of car loans issued to Russians in October 2025 amounted to 213.5 billion rubles. This is 7.3% more compared to October last year. For the period from January to October 2025, Russians took out car loans for 1.37 trillion rubles, which is 33% less than for the same period in 2024.
The average loan amount for a car purchase this month was 1.5 million rubles, which is 0.5% more compared to October last year. Experts believe that the increase in the recycling fee continues to have a significant impact on the market.
In October, a record was recorded for sales of new passenger cars — 164.6 thousand units, according to the Ministry of Industry and Trade. The volume of imports of both used and new cars also increased: the number of imported used cars amounted to 59.9 thousand units (an increase of 55% compared to October 2024), while 49.5 thousand new cars were imported, which is 56% less than last year.
A notable factor contributing to the growth of the market was the upcoming transition to a new mechanism for calculating the recycling fee. From December 1, preferential rates on the recycling fee will be available only for cars with a power of no more than 160 horsepower.
