En+ Intends to Build the Trans-Baikal TPP

The new power plant with a capacity of 1050 MW is scheduled to begin operations in 2031

En+ Generation (En+) has announced its intention to build the Trans-Baikal TPP with a capacity of 1050 MW. An application to participate in the competition for the construction of new generating facilities has been submitted to the System Operator. The plant will include three power units of 350 MW each.

Electricity supplies are scheduled to begin on July 1, October 1, and December 1, 2031. The main fuel for the new power plant will be coal.

Capital expenditures for the project will amount to 842 million rubles per MW, which corresponds to the limits established by the government.

Deputy Minister of Energy Petr Koyushenko emphasized that several energy companies have shown interest in participating in this project. In December 2025, a competitive selection was held for the construction of generating capacities of 1.05 GW in southeastern Siberia.

En+ — Major shareholders: company founder Oleg Deripaska (he owns 44.95% of the shares, but his voting rights are limited to 35%). The trader Glencore owns 10.55% of the shares. The company owns 21.37% of the shares, and the free float is 13.95%.

The construction project of the Trans-Baikal TPP is open for discussion and may attract the attention of potential investors.
