Taxi Drivers in Russia with "Wrong" Cars to Receive Quotas

Authorities introduce restrictions depending on the region

Quotas are planned to be established for taxi drivers using cars that do not meet the new requirements. Russian authorities intend to make the conditions of the law on taxi localization more flexible for self-employed drivers. In particular, the introduction of regional restrictions on the number of foreign cars that do not meet the established standards is possible. This was announced by the Chairman of the State Duma, Vyacheslav Volodin.

We are receiving appeals related to the entry into force on March 1, 2026, of the norms of the federal law on taxi localization. Self-employed individuals working in this area are particularly concerned that not everyone will be able to comply with the requirements for inclusion in the official register.

Volodin noted that, according to various estimates, between 540,000 and 1.5 million people work in the taxi industry, mainly individual entrepreneurs. 70% of motorists receive additional income in this way, and many of them travel in their personal cars.

The authorities do not want to deprive citizens of the opportunity to earn extra money in their cars that do not meet the requirements of the new law. They plan to establish quotas for each region. At the same time, the maximum number of "wrong" cars should not exceed 25% of the total number of registered vehicles in the region.
