The Russian government has undertaken the "digitalization" of the state defense order (SDO) to improve control over its implementation. Contract data will be placed in the closed segment of the unified information system in the field of procurement (EIS).
The Russian Ministry of Defense will provide the Federal Treasury with access to information on the execution of contracts in the field of SDO. The supervisory authority subordinate to the Ministry of Finance of the Russian Federation will be able to monitor such orders.
Responsibility for this work will lie with the first deputy head of the treasury. Two resolutions of the Russian government, introducing new norms, have been published on the official website of legal acts. The changes will come into force on March 1, 2026.
A representative of the Federal Treasury will also receive certain powers. This is stated in the explanatory note to the government decree. In particular, "the introduced position provides for the possibility of making decisions and signing documents".
In the past few years, there have been several high-profile scandals in Russia related to the implementation of the SDO. Most often, they concerned fraud and non-fulfillment of obligations. Earlier, President Vladimir Putin, during a meeting of the expanded board of the Ministry of Internal Affairs, stated that it is necessary to tighten the fight against theft in the implementation of the state defense order.
