Authorities want to raise funds to support domestic electronics by extending the new fee to all devices — from laptops to smartphones, starting in 2026

The Ministry of Industry and Trade has developed a mechanism for the so-called "electronic recycling fee" — an analogue of the automotive fee, which will oblige both importers and Russian electronics manufacturers to pay. The Ministry of Finance has already introduced corresponding amendments to the law on industrial policy, and if the government approves them, the regulation will come into force on September 1, 2026.

All manufacturers and importers will have to pay the fee, regardless of the level of localization. At the same time, enterprises applying for state support will have to meet the established localization criteria.

The government will approve the list of goods subject to the fee in stages — first for certain types of products, and then gradually expand the list. The amount of the fee will be set individually for each category, based on the cost of the product and other parameters.

The Ministry of Industry and Trade expects that the new mechanism will replenish the fund to support domestic manufacturers and strengthen the position of Russian electronics in the market. However, skeptics are already recalling that the introduction of a recycling fee for cars did not make the automotive industry more competitive.
