Since March 2025, almost 17 million Russians have set a self-ban on issuing loans. This was stated by the Chairman of the Central Bank of Russia, Elvira Nabiullina, during a government hour in the Federation Council.
According to her, the mechanism turned out to be very popular among citizens.
Self-ban is good insurance, but for this, a person still needs to take action, even if it's minimal.
In addition, another protection measure appeared in Russia in September 2025. This refers to the so-called "cooling-off period." For example, for consumer loans for amounts from 50 thousand rubles to 200 thousand rubles, it is 4 hours, and for loans over 200 thousand rubles, it is 48 hours. This time is given to the borrower to make an informed decision and, if necessary, refuse the funds.

In Russia, the law on self-ban on loans came into force on March 1, 2025. The service was launched on the "Gosuslugi" portal, and since September, the service has been available in MFCs. Citizens can set a full or partial block (for example, a ban only on remote loan processing or loan processing in microfinance organizations).
