In 2025, Roskomnadzor blocked 258 VPN services, which is 31% more than last year, according to Vladislav Smirnov, head of the laboratory for research of promising technologies and blocking threats at the "Main Radio Frequency Center".
In total, the agency blocked more than 1.2 million resources, which is 50% more than last year. Among them: anonymous mail services — 252 services (+20%); applications — 173 (+28%); over 119 thousand phishing sites (441%), as well as 410 centers for the distribution of malicious software.
Measures to block prohibited resources have been legally supported since November 2017: VPN services are required to restrict user access to such resources, otherwise Roskomnadzor adds them to the register of prohibited information. VPN services are blocked by decision of an expert commission.
Also, since September 1, a law has been in effect in Russia providing for administrative liability and fines for advertising VPN services. And the use of VPN in the commission of crimes is considered an aggravating circumstance.
According to the head of the laboratory, the center is now continuing to expand and develop technical means of countering threats in conjunction with networks and telecom operators.
