It may only be about restricting VPN advertising, similar to tobacco and alcohol advertising

The use of VPN services in Russia will not be prohibited, said the head of the State Duma Committee on Information Policy, Sergei Boyarsky, in an interview with Duma TV.

The deputy noted that VPN is a tool with a dual nature: on the one hand, it carries risks, on the other hand, it has legitimate and useful applications.

Boyarsky recalled that many Russians use VPN not to circumvent restrictions, but to access software updates, drivers, and educational materials.

At the same time, the State Duma previously supported the introduction of fines for advertising VPN services. According to the parliamentarian, this is an approach similar to the ban on advertising tobacco and alcohol: the goods themselves are legal, but their promotion is limited.
