Rosseti and Russian Railways must restore the quality of power supply at the Mariinskaya oil pumping station, which belongs to Transneft. The oil company believes that power supply disruptions reduce the volume of oil pumped to China and filed a lawsuit.
According to the decision of the Arbitration Court of the Krasnoyarsk Territory, Rosseti and Russian Railways will be obliged to pay a penalty of 100 thousand rubles for each day of non-compliance with the decision.
According to Transneft, from 2020 to 2023, many failures were recorded at the Mariinskaya NPS, which led to a significant decrease in oil pumping volumes.
Rosseti claimed that the quality of electricity is deteriorating due to the increase in transportation by Russian Railways. Currently, the System Operator (energy system dispatcher) has developed a plan to improve power supply, however Rosseti does not agree with its implementation, claiming that they are not responsible for distortions.
Transneft calls the decision a precedent: the court is ordering not only the grid organization, but also the consumer, to carry out technical measures for the first time.
According to experts, the necessary costs to implement the court decision may exceed 7.7 billion rubles. If the court supports the requirements for increased responsibility, this may change the standard of interaction between network organizations and consumers, improving the overall quality of power supply.
