The Head of the Ministry of Industry and Trade, Anton Alikhanov, stated that the import of goods under the parallel import mechanism is gradually decreasing.
By the end of 2025, the projected volume of parallel imports will be about $25 billion
According to him, from January to July 2025, goods worth $14.6 billion were imported into Russia under the parallel import mechanism. At the same time, there is a consistent decrease in the volume of deliveries. In June, they amounted to about $1.6 billion, and in July - $1.4 billion, while in May this figure reached $2.3 billion.
The decrease is significant. We will continue to reduce the list based on the development of Russian production of such goods or the organization of supplies of analogues from friendly countries.
In July, the Ministry of Industry and Trade prepared changes to the list of goods for parallel imports, excluding brands such as Ricoh, Biorepair, Amazone, Oral-B, Braun, Trimble, and Spin Master, and adding new positions, including Carl Zeiss, Karl Storz, and A&D. These changes will affect the categories of perfumery, industrial equipment, medical equipment, transport components, and toys.
According to the draft order, the new rules will come into force in January 2026, but some provisions may take effect as early as October 30, 2025.
